Groundwater Investigation & Remediation - A Case Study

Project Highlights:

•  Turn - key investigation, design, and remediation services.

•  Conducted first successful in-situ chemical oxidation treatment system for fuel oil and DNAPL in New Jersey.

•  Secured regulatory approvals of remedial action and obtained “No Further Action” letter from NJDEP.

Facility:

Plastics manufacturing facility, Newark, New Jersey.

Regulatory Involvement/Program:

New Jersey Department of Environmental Protection (NJDEP)

Industrial Site Recovery Act (ISRA)

Constituents of Interest:

Fuel oil (diesel range organics), separate phase (DNAPL) di-n-butyl phthalate, isopropyl alcohol, and vinyl acetate.

The Problem:

The facility triggered ISRA upon cessation of operations. Site Investigation (by others) revealed separate phase di-n-butyl phthalate contaminated groundwater and soil within a limited access courtyard and below the building. In addition, a fuel oil release from a UST was present. Remediation was necessary to enable sale of the property.

The Solution:

Hudson was contracted to complete the site characterization initiated by others and to design and install a remediation system to mitigate soil and groundwater contamination. Before designing the remedial system, Hudson conducted a remedial alternative analysis. An in-situ chemical oxidation treatment process was recommended and subsequently utilized.

Remedial Alternatives Analysis:

Although excavation was feasible for a portion of the fuel oil plume, traditional excavation and off-site disposal options were costly and disruptive to the tenant's manufacturing operation. The in-situ oxidation treatment minimized site disruption and enabled a timely property transaction.

Engineering Design:

Soil and groundwater injectors were designed to enable oxidant injection to target areas. Innovative chemistry was employed to oxidize contaminants in-situ.

Remedial Action:

Four days of injection were completed and post-treatment sampling confirmed contaminant reduction below regulatory standards. An unconditional no further action was approved by the NJDEP.
